DRAFT Minutes of the meeting held at the Village Hall, Great Bourton on                                                                                      Tuesday March 12th 2019 at 19:30

1903-01 Footpaths – Progress Report
1903-01.324 Matters raised in Report previously received from footpath warden had been followed up;  Cllr C.U. advised that latch on 2nd kissing gate at top of footpath 138/12 running from Swan Lane towards Cropredy was broken.  Investigations into ownership will be made. Clerk
1903-01.325 It was RESOLVED that Cllr Drummond would take on the role of Assistant Footpath Warden to assist our current Warden. Information
1903-02 Highways & Road defects – Progress Report
1903-02.326 Some potholes, only on main roads, have been marked for repair, but the promised inspection has not taken place and potholes on side roads have been ignored. This will be discussed with OCC confirmation of inspection date sought. Cllr Mrs Upton
1903-02.327 Thames Water have inspected the damaged manhole cover in Manor Road and their report is awaited. Information
1903-02.328 The new street light in Manor Road has finally been connected and is working. Information
1903-03 Village benches – Progress Report
1903-03.329 The bench frames have now all been painted.  Thanks to Mr Andy Taylor for his work. Information
1903-04 Defibrillators – Progress Report
1903-04.330 Inspections completed : GB OK; LB internal light not working.  Advice will be sought from  manufacturer. Clerk
1903-04.331 A request has been received from SCAS to check the replacement dates for pads and batteries, the manufacturer will be contacted. Clerk
1903-05 Website development – Progress Report.
1903-05.332 Development of pages to support the new Community Hall continues. Information
1903-06 Garners Field development – Progress Report
1903-06.333 Only 7 houses remain unsold. Information
1903-07 Playgrounds & Public Spaces
1903-07.334 GB inspection : site very clean; thanks to local resident who is keeping the playground tidy.  It was noted that some of the play equipment is looking very scruffy and a volunteer working party will be encouraged to clean and repaint some of the rides. Chairman
1903-07.335 LB inspection : litter still a big problem, particularly when it is blown into hedges. Residents are reminded that the playground is now patrolled by PCSO’s who will dealer with litterers. Information

1903-09 Public transport
1903-09.336 Meeting held with MD of Stagecoach Oxford to investigate feasibility of extending Hanwell View bus service to The Bourtons.  Very positive,and further meeting scheduled for end of month when they have investigated. Information
1903-10 Village Hall
1903-10.337 Oil tank cover had been repaired.  Sign warning of danger of smoking in this area displayed.  Young people should not gather here and PCSO’s are patrolling. Information
1903-11 Healthcare
1903-11.338 New Practice Manager appointed at Cropredy Surgery. Cllr A.J reported on current status re Horton Hospital and OUH trust. Information

1903-50.339 The  financial report for March was circulated earlier and was APPROVED. Information

1903-70.344 Email re Oxfordshire Growth Board Vision & Objectives requesting comments : Weighted to S. Oxon so no comments to be submitted. Information
1903-70.345 Email from resident re solar powered radar speed sign on Main Street.  This was previously considered and subsequent to the Traffic Speed Survey was rejected by OCC Highways.  Detailed reply to be sent to resident. Clerk

1903-70.347 Annual Parish meeting : It was RESOLVED that previous practice of inviting local groups to present reports of their activities will be continued.  The meeting will commence at 7pm immediately prior to the Council meeting 9th April 2019. Information
1903-70.348 Final draft of Welcome Pack pages to be circulated to Cllrs for comments. A pack of info on recycling from CDC was provided by D.Cllr D Webb. Information
