Annual General Meeting of The Bourtons Parish Council held at the Village Hall on Tuesday May 2nd 2017 at 19:30
- Present :
Chairman & Councillor Ms Sally Leszczynski, Cllrs Andrew Johnson, Clive Upton, Ms Sue Upton, Dan Walker; and Stephen Bowen, Parish Clerk; District Cllr Ken Atack. There were no members of the public in attendance.
- Apologies : Cllr Sue Upton
- It was agreed that the clerk would circulate forms for all councillors to review their Registrations of Interests, and for these to be filed. CDC would be notified of any material changes
- The Chairman was re-elected unopposed having been proposed by Cllr Johnson and seconded by Cllr Mrs Sue Upton.
Cllr Mrs Sue Upton was proposed for the office of Vice Chairman by Cllr Mrs Leszczynski and seconded by Cllr Johnson and was duly elected.
The newly elected Chairman indicated that she would like to retire from the office of Chairman, perhaps at the end of the coming Council year.
- The Chairman duly signed a Declaration of Acceptance of Office.
- The minutes of the previous AGM were received and APPROVED by all Cllrs and signed.
- The Standing Orders were APPROVED. During discussion it was felt that they are very long-winded and difficult to grasp and that a much shorter, more concise summary would be beneficial to all, particularly new Councillors.
Legal advice given to the Council states that it is prudent for the Council to be governed by the full text of standing orders, as supplied in the model document by NALC.
It was RESOLVED that the Clerk would review the Orders and produce a draft summary for review during this year.The Financial Regulations of the Council were APPROVED. The issue of the appointment of new external auditors by the Government was discussed and it was felt that the Regulations may require modification/review once the new auditing regime is understood. This review will be undertaken by the Clerk in due course and a draft presented to Councillors for consideration.
