Minutes of the meeting held at the Village Hall, Great Bourton on                                                                Tuesday April 4th  2017 at 19:30

Public Participation : There were no members of the public in attendance.
Minutes : The signing of the minutes of the previous meeting (March 2017) was deferred as not all Cllrs had reviewed them.

1704.01. Footpaths – Progress Report
1704-01.124 Report received from Footpath Warden. Information
1704-01.125 Clerk reported C&RT advised that most repair work on Canal footpath had been completed but some bank reinstatement work remained outstanding with completion date undetermined, to be expedited with C&RT. Clerk
1704-01.126 It was AGREED that we should write to OCC (Countryside Access Team) requesting they press C&RT for urgent action. Clerk
1704-01.127 Update received from OCC (Sarah Aldous)advising they will be walking our footpaths soon.  Also confirmed that problem reported regarding free running dog should be referred to CDC Dog Warden by a member of the public. Information
1704-01.128 Gate on Footpath 9 to be reported to OCC.(as above) Clerk
1704-02 Highways & Road defects – Progress Report
1704-02.129 No report received from OCC regarding bi-annual inspection.  To be expedited. Cllr Mrs Upton
1704-02.130 Acknowledgement received from Ms Victoria Prentis [MP] advising she will investigate OCC Highways methods of repairing potholes to see if they are efficient and cost effective. Information
1704-03 Village benches – Progress Report
1704-03.131 No further progress with refurbishment.  Work to be discussed with our maintenance contractor. Clerk

1704-05 Website development – Progress Report.
1704-05.134 Request link to Cropredy School website to be added. Cllr Mrs Upton
1704-06 Garners Field development – Progress Report
1704-06.135 Letter to be sent to Hayfield Homes regarding their proposal to install a temporary site entrance closer to A423 junction to facilitate access to sales office, car park and show homes once development starts.  Council feels this is not a safe location and better solution available. Clerk
1704-06.136 Reserved matters application received by CDC from Hayfield Homes for 33 house development.  Will be issued for public consultation shortly. Information
1704-06.137 Negotiation/completion of s106 agreement re 43 house application continuing.  Formal confirmation of planning permission will be announced following agreement of this. Information
1704-07 Playgrounds & Public Spaces
1704-07.138 Great Bourton : Inspection completed OK. Information
1704-07.139 Green refuse bin has been removed from playground.  Replacement bin to be sourced from CDC and will be sign written confirming ownership. Clerk
1704-07.140 Little Bourton : Inspection completed OK. Information
1704-07.141 Waste left by previous illegal occupiers of site remains.  Removal and tidying to be handled by CDC who will be asked to attend to matter urgently. Clerk
1704-07.142 Reinstatement of dog bin to be passed to our maintenance contractor. Clerk
1704-07.143 Maintenance/repair contract to be established with Great Outdoor Gym Co. Clerk
1704-07.144 Clerk advised that he contacted CDC regarding the transfer of maintenance funds remaining from contribution from Avoncroft development at LB. Information
1704-07.145 Re-stoning of layby adjacent to playground to be passed to our maintenance contractor. Clerk
1704-07.146 Draft of byelaw to provide legal protection for our playgrounds to be finalised and issued. Clerk
1704-08 Allotments
1704-08.147 Chairman advised she had spoken with Mr Hall and he had confirmed that all his obligations re completion works now concluded. Information
1704-08.148 Mr Hall would now like to proceed with legal completion on former site at Stonepits.  Any tenants with items remaining that they wished to keep should ensure the PC is aware of details.  Site will have to be finally vacated by end of year. Information
1704-08.149 Chairman confirmed that after 1 new letting there were now 6 remaining available plots if anyone else is interested in taking a plot on they should contact the PC. Information
1704-08.150 Insurance cover now in place for Claridges Piece site. Information
1704-08.151 It was AGREED that a 2 panel noticeboard be purchased for the site and a budget of up to £1000 was agreed. Erection will be passed to our maintenance contractor. Clerk
1704-09 Public transport
1704-09.152 Information still awaited from County Connect about commencement of new bus service between villages and Banbury.  Publicity will be displayed on village website and via Broadsheet.  DCllr Atack to chase up. Information
1704-10 Village Hall
1704-10.153 Boiler replacement is due to take place commencing April 11th.  Reports of jackdaws nesting in adjacent chimney have been noted and contractor will be advised to avoid disturbance of the nesting birds. Information
1704-50 Finance & Administration
1704-50.154 A total of 4 payments totalling £856.38 were APPROVED.  In compliance with relevant regulations those in excess of £100 are detailed below. Information
I G Cobb – Great Bourton annual playground rent £250.00
Bourtons Music Society – donation towards replacement of digital projector £167.00 [under Sec 137 payment]
Cherwell District Council – half year dog bin emptying charge £384.38
1704-50.155 It was AGREED that MB Landscaping be appointed as PC maintenance contractor to undertake routine tasks around Parish on a 1 year contract. Clerk
1704-60 Planning applications
1704-60.156 No new planning applications have been received. Information
1704-60.157 The following planning applications have been decided : Information
16/02588/F 8 Church Close, GB : rear extension PERMISSION GRANTED
1704-60.158 Some difficulty in reviewing plans via the CDC planning portal has been experienced and this will be re- reported  to CDC. Information
1704-60.159 Following the consultation on application 17/00469/F Cllrs had noticed some references on plans about potential ground contamination which CDC were unable to provide further details about, this is to be clarified with CDC. Clerk
1704-70 Correspondence
1704-70.160 A reply to a letter received from Mr Cannon regarding potholes will be sent by Cllr Johnson. Information
1704-70.161 Residents are reminded that public consultation on the future of services at the Horton Hospital closes in early April and  comment must be received by April 9th 2017. Information
1704-80 New business
1704-80.162 No matters of new business were raised.
1704-80.163 Councillors and the clerk had attended several public meetings in Banbury on both the future of the Horton hospital and  the future of local  government administration of Oxfordshire, and reported some of their impressions. Information
1704-90 District & County Councillors report
1704-90.164 County Cllr Reynolds was not present so there was nothing to report from OCC.
1704-90.165 District Cllr Atack was asked about the Cherwell response to the Unitary Authority proposal now submitted by OCC and advised that CDC were against the proposal and were encouraging residents to submit their views on www.change.org/p/stop-plans-for-a-unitary-authority-in-oxfordshire

User and Event Data Retention

User-level and event-level data associated with Google Analytics cookies is retained for 14 months and then automatically deleted.

IP Anonymization

I have implemented IP Anonymization, simply put, the last three digits of your IP address are set to zeros in memory shortly after being sent to the Analytics Collection Network. The full IP address is never retained, or written to disk.
