Minutes of the VIRTUAL meeting held online on  Tuesday May 12th 2020 at 19:30
Note : The Local Authorities & Police & Crime Panels (Coronavirus) (Flexibility of Local Authority & Police & Crime Panel Meetings) (England & Wales) Regulations 2020  allowed Parish Councils to convene their meetings virtually online.

2005-01 Footpaths – Progress Report
2005-04.030 Very comprehensive reports received from our Footpath Warden; many thanks.  These will be collated into a single document and published along with an interactive map on our website.  Walkers are encouraged to report any future issues for inclusion in the report. Clerk
2005-01.031 Letter to be sent to C&RT reporting unsafe condition of canal towpath in GB, which is unusual in being a registered footpath, reminding them of their responsibility under the Countryside Act and requesting confirmation of when the damage will be repaired. Clerk
2005-02 Highways & Road defects – Progress Report
2005-02.032 School Lane has been marked up for pothole repairs, contact with OCC to find out when repairs will take place. Marked holes in Foxden Way have been filled and repairs near the railway bridge have also been made. Cllr Mrs Upton

2005-04.033 Both machines reported to be operating correctly. Information

2005-07 Playgrounds & Public Spaces
2005-07.034 Government changes to Lockdown still prohibit  Playgrounds from reopening.  Public are advised that they may take unlimited outdoor exercise but must act responsibly  in social distancing and wash hands thoroughly after returning home. Information
2005-07.035 Email received from CDC re Garners Field LAP.  Hayfield Homes advised and this Council to encourage CDC to quickly resolve outstanding issues so LAP can be transferred from HH. Clerk

2005-08.0036 In the light of a further application for a plot from outside the Parish, a Brief for Cllrs will be prepared reviewing the options for changing the Allotment T&C’s to limit the number of non Parishioners holding plots, to be considered at next meeting. Clerk

2005-11.041 Cropredy Surgery advises the practice is coping well and managing increasing numbers of consultation by video conferencing.  They anticipate that this may continue as a permanent feature. Information

2005-04.042 The financial statement for May including receipts and payments had been previously circulated to Cllrs and was APPROVED. Information

2005-50.044 The year end bank reconciliation was circulated and it was RESOLVED to accept this. Information
2005-50.045 The year end accounts were circulated and it was RESOLVED to accept them. Information
2005-50.046 The AGAR annual return was circulated and it was RESOLVED that the Annual Governance Statement could be signed by the Chairman and Clerk. Information
2005-50.047 The AGAR Accounting Statement was reviewed and it was RESOLVED that this could be signed by the Chairman and Clerk. Information
2005-50.048 The Clerk reported that the AGAR annual return was nearly complete, only awaiting the Internal Audit report from our auditor who had been contacted.  He anticipated this could be submitted before the end of May. Information
2005-50.049 The increase in the working-from-home allowance was noted and it was RESOLVED that this could be claimed by the Clerk. Information

User and Event Data Retention

User-level and event-level data associated with Google Analytics cookies is retained for 14 months and then automatically deleted.

IP Anonymization

I have implemented IP Anonymization, simply put, the last three digits of your IP address are set to zeros in memory shortly after being sent to the Analytics Collection Network. The full IP address is never retained, or written to disk.
