Minutes of the VIRTUAL meeting held online on                                                                                                                Tuesday November 13th 2020 at 19:30
Note : The Local Authorities & Police & Crime Panels (Coronavirus) (Flexibility of Local Authority & Police & Crime Panel Meetings) (England & Wales) Regulations 2020  allowed Parish Councils to convene their meetings virtually online.
In attendance online : Cllr Mrs S E Leszczynski (Chairman),  Cllrs Mrs S Upton, A Johnson; D Drummond, & S Bowen (Clerk)            Apologies : DCllr P Chapmans  (business).

Public Participation : NO  members of the public joined the meeting virtually.
Minutes : The previous Council meetings (October) minutes were received and APPROVED.

The meeting was addressed by Cllrs Andrew Johnson and Mrs Sue Upton, speaking on behalf of Cllrs and Clerks past and present.  They expressed their thanks and gratitude for the tremendous service given to the Parish by the Chairman, Cllr Mrs Sally Leszczynski over the past 25 years, who announced her decision to resign at a recent meeting, and this meeting being the last she will attend as Councillor and Chairman.  A resume of the achievements of the Council under her Chairmanship will be published in the Bourtons Broadsheet and on the Parish website. 2011-01 Footpaths – Progress Report
2011-01.160 Damaged stiles on footpath 138/8/30 have been reported by a resident.  The landowners are being contacted. Information
2011-02 Highways & Road defects – Progress Report
2011-02.161 Contact has again been made with Thames Water to discuss problems with raised water inspection covers, but no response has yet been received Information
2011-02.162 The chairman reported that the long-standing problem of exposed telephone cables where the verge has been eroded by traffic in Chapel Lane, LB is now worse because the outer covering of the cable has now been worn away.  This to be reported again to Openreach for urgent action. Clerk
2011-02.163 We have confirmed that speed reduction temporary signs are available and suitable locations are to be identified and checked with OCC prior to be signs being supplied. Cllr Mrs Upton
2011-02.164 Cllr Johnson reported that there was a collision between a car and the 30mph sign & the GB sign at the bottom of Main Street.  To be reported to OCC via FixMyStreet Clerk
2011-04 Defibrillators – Progress Report
2011-04.165 Both units inspected and reported OK. Information
2011-05 Website development – Progress Report.
2011-05.166 Review to be undertaken re content and information updated where required. Cllr Mrs Upton
2011-06 Projects : Garners Field
2011-06.167 The LAP remains closed; Hayfield Homes advise that opening is anticipated later this month. Information
2011-06.168 Hayfield Homes have confirmed that work will be completed on the grounds surrounding the LAP where some incorrectly located planting is to be removed and dead trees replaced, plus the wild flower meadow strip has been created Information
2011-06.169 A request has been received from some residents enquiring if the footpath that joins Main Street near the junction with Southam Road could either be protected with a pedestrian gate or be closed off.  Investigations are taking place. Information
2011-07 Playgrounds & Public Spaces
2011-07.170 Both playgrounds inspected and reported OK but it is noted that adult litter [cigarette buts/alcohol drinks cans] remains a concern near the shelter.  People using this area should collect and place their litter in the bin provided by the entrance. Information
2011-07.171 Users of all our playgrounds are reminded to follow the Covid safety guidance to avoid the spread of infection. During the current lockdown 5.11.20 > 2.12.20 the outdoor gym equipment in LB playground must not be used.
2011-07.172 For the foreseeable months it is anticipated that safety notices will be required in the playgrounds and it was RESOLVED to authorise the purchase of appropriate permanent plastic signs up to a max value of £200. Information
2011-08 Allotments
2011-08.173 All 2020/21 plot rent invoices have now been paid.  Thanks to all plot holders. Information
2011-09 Public transport
2011-09.174 The signed copy of the financial agreement authorising OCC to transfer the funds created by the Garners Field s106 agreement is now in our possession and we have been assured that funds will be transferred this month. The initial tranche of payment to support Ability CIC will then be made. Information
2011-10 Village Hall
2011-10.175 Badly leaking guttering has been investigated and this will be repaired shortly. Information

2011-10.176 The draft lease has now been returned with comments and is now with our solicitors to be finalised. Clerk
2011-10.177 Hayfield Homes have completed work to improve the heating performance in the main hall, but little improvement has been noticed; further attention will be required.  The final acceptance documents will shortly be presented to be signed but this Council will not complete these until outstanding matters including the heating and car park surface issues have been resolved. 2011-11 Healthcare
2011-10.178 The flu vaccination programme has now been completed and work will shortly start to understand that needs for the anticipated Covid programme. Information
2051-50 Finance & Administration
2011-50.179 The financial report for November including receipts and payments had been previously circulated to Cllrs and was APPROVED. Information
2011-50.180 7 payments totalling £1,550.50 were APPROVED.  To comply with the requirements of the Transparency Code those in excess of £100 are listed below: Information
K C Graphics : web hosting fees : £468.00
Bourton News : annual contribution : £170.00
Churchyard mowing : £312.50
Burial Ground Warden fee : £125.00
Castle Water : allotment water fees, interim payment : £200.00 [see below minute .183]
2011-50.181 Correspondence has been received from Moore, the external auditor requesting further information about the acquisition of the Community Hall, and this is being dealt with.
2011-50.182 An application has been received from a resident of Garners Field to fill one of the Councillor vacancies and this is being considered with the anticipation that co-option can take place at the January meeting. Two more councillors will be required before January. Information
2011-50.183 An invoice has been received from Castle Water re the allotment water supply which is being disputed.  A interim payment on account has been made to demonstrate good faith it is hoped this will be resolved shortly. Information
2011-50.153 It was agreed that the Chairman and Clerk will work on the registration of Council owned land to ensure we can comply with the requirement that it be registered with the Land Registry. Chairman       Clerk

2011-70 Correspondence
2011-70.156 Communication received from Mr Lombard re replacement of a street light in South View.  Council has agreed that this should proceed and contact be made with OCC to ensure that type of light selected is approved and will be maintained by OCC. Information

No other new business was discussed.
2011-90/91 County & District Councillors report
No District or County matters were discussed.

User and Event Data Retention

User-level and event-level data associated with Google Analytics cookies is retained for 14 months and then automatically deleted.

IP Anonymization

I have implemented IP Anonymization, simply put, the last three digits of your IP address are set to zeros in memory shortly after being sent to the Analytics Collection Network. The full IP address is never retained, or written to disk.
