Note : The Local Authorities & Police & Crime Panels (Coronavirus) (Flexibility of Local Authority & Police & Crime Panel Meetings) (England & Wales) Regulations 2020  allowed Parish Councils to convene their meetings virtually online.

Public Participation : NO  members of the public joined the meeting virtually.

2009-01 Footpaths – Progress Report
2009-01.095 No reports concerning footpaths have been received. Information
2009-01.096 The loose dog observed running in the field that footpath 138/8 crosses near the railway bridge has now been reported to OCC, CDC dog warden and the police. Information
2009-02 Highways & Road defects – Progress Report
2009-02.097 No further contact received from OCC regarding potholes.  Residents should continue to report pothole issue on FixMyStreet website which is the most effective way of getting rapid action. Information
2009-02.098 It was noted that the verges within the 30mph speed limits do not appear to have been mown during August as promised by OCC who will be chased up. Clerk
2009-02.099 Further contact has been made with Thames Water re manhole cover in Manor Road, but no response received.  Additional similar problems have now occurred in School Lane and these will be reported. Cllr Mrs Upton
2009-04 Defibrillators – Progress Report
2009-04.100 Despite his resignation as a Cllr, Clive Upton has kindly agreed to continue monitoring the defibrillator at the Village Hall. Information

2009-05 Website development – Progress Report.

2009-06 Projects : Garners Field
2009-06.102 The LAP remains closed and enquiries will be made of CDC/HH when it can be re-opened. Clerk
2009-06.103 Following the meeting with CDC & HH no update has been received and a report will be chased. Clerk
Projects : Clock restoration
2007-06.104 Work has started on installing the autowind mechanism to the Parish Clock and is expected to be completed this week. Information
2009-06.105 Advice from Smith of Derby confirms that work to regild the clock face should not be started until refurbishment of the Lychgate Tower has been completed to avoid potential damage to the reworked face.  We await confirmation from the PCC when fundraising has been completed and this tower work has been scheduled. 2009-07 Playgrounds & Public Spaces
2009-07.106 Maintenance & cleaning at the GB playground is now nearly complete and it is anticipated that this playground will reopen later this week.  Thanks to Cllr Mrs Upton for her work on this. Information
2009-07.107 Resistograph testing of the timbers of the play equipment in the LB playground has now been completed and a programme of repair work is being discussed with potential contractors prior to quotes being received.  It is hoped that the LB play area can be reopened soon, perhaps with some equipment being closed until repairs have been completed.  Thanks to the Chairman for supporting this work. 2009-07.108 A quote has been received from Mr G Barrett to repaint the GB playground goal posts and the safety lines on the Village Hall steps.  It was RESOLVED to accept this and authorise the work. Information

2009-09 Public transport
2009-09.109 Email rec’d from OCC reporting they have not received the signed funding documents returned.  Further copies will be signed and sent to enable transfer of the funding support. Information
2009-10 Village Hall
2009-10.110 A VHMC committee meeting was held on 08/09 to discuss reopening arrangements, with appropriate Covid social distancing in place.  Please see VH notices for further information. Information
Community Hall:  Information
2009-10.111 A reopening plan has been developed and it is anticipated that the CH will reopen in October with a limit of 25 people allowed to attend to comply with Covid requirements.  For further info see notices from CMHC. Information
2009-10.112 Follow up to meeting with HH re outstanding defect repairs as no progress has been noticed. Clerk
2009-10.113 The draft lease should be returned to the Council for final review later this month. Information
2009-11 Healthcare
2009-11.114 No update on future plans for The Horton. Information
 2009-11.115 Flue vaccine update : increased demand, suppliers unable to meet obligations so supply restricted.  Appointments will be available on Oct 3rd for over 65’s only initially.  Information available on Surgery website, Facebook etc. Information
2009-11.116 Cropredy Surgery remains able to accept new patients who live in catchment. Information
2009-50 Finance & Administration
2009-50.117 The financial report for August/September including receipts and payments had been previously circulated to Cllrs and was APPROVED. Information
2009-50.118 7 payments totaling £1865.18 were APPROVED.  To comply with the requirements of the Transparency Code those in excess of £100 are listed below: Information

2009-50.119 Request made to transfer money from reserve.  It was RESOLVED that this be allowed. Clerk
2009-50.120 Cllr Clive Upton resigned from the parish council with immediate effect in July. A further Cllr resignation has been received from Dan Walker. Both councillors have been thanked for their services to this council and the community during their time in office.  This means Council now has 2 vacancies which have been reported to CDC.  Statutory adverts will be placed on noticeboards and website.  Residents who are interested in becoming Councillors are requested to contact the Clerk for further information. 2009-50.121 Cllr Leszczynski, the Chairman also confirmed her intention to stand down from the Chairmanship and as a Councillor in December after 25 years service. Information
The completed AGAR and supporting documents will now be submitted to the External Auditor and the Notice of Public Inspection will be posted on noticeboards and the website. Information

2009-70.124 Email received from resident asking if speed restriction signs similar to those installed in Mollington could be used in GB.  Signs are available from OCC and consideration will be given to potential locations and placing an order. Information
2009-70.125 Cherwell Local Plan Review consultation period has been extended  for pc responses until month end and a response will be considered. Information
2009-70.126 Some emails have been received from residents regarding planning app 20/02060/F and following unanimous approval of previously circulated draft response this will now be posted on the CDC planning portal and circulated to those residents who have emailed. Information
2009-70.127 Email from a resident requesting the right to create a gate from her back garden onto drive to GB playground to facilitate easier access to Main Street.  Discussion with resident to be arranged and investigation required. Cllr Mrs Upton
2009-70.128 A letter had been received asking if a wildflower bee meadow could be established on currently unused half of land at the Burial Ground.  This has been proposed previously and was deferred due to the difficulty of achieving the necessary maintenance regime.  This new request will be investigated and report provided at October meeting. 2009-90/91 County & District Councillors report
2009-90/91.129 CCllr Reynolds advised that a budget review was underway in CDC to identify essential savings required due to Covid-19 but that frontline services would be protected if at all possible. Information

User-level and event-level data associated with Google Analytics cookies is retained for 14 months and then automatically deleted.

IP Anonymization

I have implemented IP Anonymization, simply put, the last three digits of your IP address are set to zeros in memory shortly after being sent to the Analytics Collection Network. The full IP address is never retained, or written to disk.
