DRAFT Minutes of the meeting held at the Village Hall, Great Bourton on                                                                                                                Tuesday 7th November 2017 at 19:30
Present : Cllr Mrs S E Leszczynski (Chairman),  Cllrs Mrs S Upton, A Johnson, C Upton, D Walker.
In attendance : S Bowen (Clerk).  Apologies : Cllr T Sowler, CCllr G Reynolds (OCC meeting), DCllr K Atack (relocated).
Declarations of Interest : Cllr Johnson-Cluster Care; Cllr Mrs Upton-Churchyard maintenance.
Public Participation : There were no members of the public in attendance.

1711-.01 Footpaths – Progress Report
1711-01.359 No updates or reports have been received. Informtion
1711-01.360 It was AGREED that a letter should be sent to OCC requesting information about the future of the vacancy for the Northern Rights-of-Way officer following advice that Sarah Aldous had been transferred. Clerk
1711-02 Highways & Road defects – Progress Report
1711-02.361 Significant improvement in support noted since appointment of new area Highways officer with a second survey completed and potholes marked for remedial action. Information
1711-02.362 Potholes identified in 1st survey have now been repaired. Information
1711-02.363 Manhole cover in Manor Road remains a problem.  Thames Water have inspected and advised that tarmac should be built up around frame by Highways to resolve issue.  Matter has been referred back to OCC Highways and will be monitored. Cllr Mrs Upton
1711-03 Village benches – Progress Report
1711-03.364 Additional materials required for repairs have been ordered, but will not be available until next month. Information
1711-04 Defibrillators – Progress Report
1711-04.365 GB & LB machines both inspected and OK. Information

1711-05 Website development – Progress Report.
1711-05.367 Domain to be moved to more secure site at no cost to Council to improve resistance to hacking. Cllr Mrs Upton
1711-05.368 Site operating with no problems.  New pages for Friends of Church, PC documents and Community Hall to be added. Cllr Mrs Upton
1711-05.369 Order placed with VisionICT for ‘Government’ email address. Clerk
1711-06 Garners Field development – Progress Report
1711-06.370 Progress on site continues apace with water connection now being made. Information
1711-06.371 Launch of site photoshoot planned by Hayfield Homes delayed, new date set for December. Information
1711-06.372 2nd meeting of Community Hall working group to be scheduled in December. Clerk
1711-07 Playgrounds & Public Spaces
1711-07.373 GB inspection : only issue is litter, probably related to Halloween.  Villagers are again requested to remind their families of the need to use litter bins provided for all waste . Information
1711-07.374 New ground anchor pegs for football goal net ordered. Information
1711-07.375 Reminder to be issued to MB Landscapes again regarding reinstallation of noticeboard. Clerk
1711-07.376 It was RESOLVED that the maintenance contract for the adult gym equipment be placed with Sunshine Gym/Broxap for 1 year, at an annual cost of £250. Clerk
1711-07.377 LB inspection : as above litter a problem.  Swing broken, missing bolt has been replaced, now OK. Information
1711-08 Allotments
1711-08.378 2018 rents now overdue.  10 payments received.  Reminders to be sent by post to all outstanding tenants. Clerk
1711-08.379 The planting locations for the generous donation of fruit tress has been AGREED with the Tenants Committee. Information
1711-08.380 No response has been received from Castle Water [new water service provider] and significant volumes of complaints have been identified from other former TW customers.  Letter of complaint to be sent to OfWat, and letter to TW asking for their assistance as transfer to CW was at their instigation. 1711-09 Public transport
1711-09.381 Communication from Northamptonshire CC advising of potential withdrawal of funding to CountyConnect has been received and noted. Issue of possible alternative local transport solutions to be raised at CDC Parish Liaison meeting by Cllrs. Chairman
1711-09.382 Research into possible use of s106 local transport money to support a future service to be undertaken. Clerk
1711-10 Village Hall
1711-10-383 No updates or reports received. Information
1711-10.384 Research into potential  grants of funding for new Community Hall to be completed. Clerk
1711-11 Healthcare
1711-11.385 It was AGREED that Cllr Johnson be nominated as Council Healthcare lead on such matters. Information
1711-11.386 It was AGREED to write to Cropredy Surgery requesting advice of concerns they might have in connection with the consultation by OCCG on the future of local GP surgeries, to enable us to correctly represent their issues. 1711-50.387 The financial statement for OCTOBER 2017 was received and APPROVED. Information
A total of 6 payments totalling £2206.77 in OCTOBER were APPROVED. In compliance with relevant regulations those exceeding £100 are detailed below : Information

1711-50.388 The 2016/17 VAT claim has now been paid in full by HMRC and a credit of £1197.81 has been received. Information
1711-50.389 The 1st draft of the 2018/19 budget was presented to Cllrs for their consideration. Clarification is required regarding the continuation of the New Homes Bonus from CDC which will be raised at the Parish Liaison meeting. Clerk

1711-60.391 New applications
17/02031/Q56 : change of use : barn on Southam Road opposite Plough pub : objection raised. Information
1711-60.392 17/02026/F : house in grounds of Foxden : (Change of cladding, zinc to slate) : no objections raised. The Council has subsequently noted Officer/Agent/Applicant correspondence published 26/10/2017 on the CDC planning website, and intends to raise concerns arising from this with the Planning department at the Parish Liaison meeting surgery. 1711-60.393 The Council has received information from residents regarding the situation at two developments on Cropredy Road with rubble being dumped, businesses being carried out and residents present on both sites.  This will be presented to CDC.
1711-60.394 Enforcement action regarding 17/00237/ENFC & 17/00332/ENFC : positive updates received from the Enforcement Officer which will be circulated to residents who have raised these matters. Information
1711-60.395 Letter to be sent to CDC officer with responsibility for street numbering regarding matter of locating named houses without numbers in villages, asking for guidance. Clerk

1711-70.396 Correspondence received from Mr Probert will be actioned as outlined in Planning above. Information
1711-70.397 Email from Hanwell PC regarding community transport initiative to be discussed at Parish Liaison meeting. Information
1711-70.398 Attendance at Parish Liaison meeting confirmed as Chairman & Vice Chairman supported by Clerk. Agreed to raise questions at Community First Oxfordshire (re Community Transport) and Planning surgeries (17/02026/F) , as detailed above. Information

User and Event Data Retention

User-level and event-level data associated with Google Analytics cookies is retained for 14 months and then automatically deleted.

IP Anonymization

I have implemented IP Anonymization, simply put, the last three digits of your IP address are set to zeros in memory shortly after being sent to the Analytics Collection Network. The full IP address is never retained, or written to disk.
